Dear Texas State Securities Board and Texas Department of Banking,

I am writing this letter publicly because the issue affects many people beyond our organization.

We have developed LegalCoin Detective – an experimental nonprofit model that serves as an alternative to traditional legal insurance (e.g., ARAG-type coverage).

It allows community members, volunteers, and participants of the User-Economy-Driven Color Code project to submit cases through AI tools and a decentralized "Detective" network, rather than paying monthly premiums for often ineffective coverage.

The project operates through  Texas nonprofit corporation YOUR I Inc.  and involves over 200 volunteers across multiple countries. We place particular emphasis on the rights of linguistic minorities and communities underserved by the legal system.

1. How would LegalCoin be classified under Texas law as a utility token?

2. Would such an experimental nonprofit model be eligible for regulatory guidance or sandbox testing in Texas?

We are fully prepared to provide all necessary documentation and engage in an open dialogue with your offices and with the Texas officials who have championed blockchain innovation in this state.
